Subject: Collins' Petition Check
This month when Dorchester County election officials examine Bill Collins'
petitions to become a candidate for the State Senate in South Carolina,
what will be the criteria for validation? What conditions must be met to
qualify a signature? Will the following factors be taken into
consideration:
- Name
Does signature exist?
Is signature legible?
Is signature same as on Voters' registry?
- Duplication
Does this person appear more than once on petition papers?
- Address
Is it the same on petition as on Voters' registry?
Is it within District 38?
- Date of Voter's Registration
Was it 30 days or more before submission to State Election Commission?
- Voter's Record
Did this person vote in the June 10th Republican Primary?
This
comparison can easily be accomplished by printing out an Alphabetical
Listing from the Voters' File. If so, will this individual be included in
the count as valid since this is their second vote in the same election
cycle for the exact same position? Does the fact that one voted in the June
10th Republican Primary disqualify that person from signing a petition?
Does signing a petition by one who voted in the June 10th Republican
Primary constitute an impermissible second vote to nominate a candidate on
the General Election ballot in November?

Is person known to have a criminal history?
When this determination is
made are felons then disqualified?

Any additional reasons not already cited?
- Procedural Document
Is there a procedure in place which defines the Review Process that
will be distributed and adhered to by the Review Team?
Clarification is critically needed for an understanding and agreement of
the requirement standards in this process.
